discussed that sound and inclusive public consultations are key to good governance and evidence-based policies.<\/p><p style=\"font-weight: 400;\">After all, as recently as December 2023, the European Council adopted <strong><span style=\"color: #7263a9;\"><a style=\"color: #7263a9;\" href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/ST-16450-2023-INIT\/en\/pdf\" target=\"_blank\" rel=\"noopener\">conclusions \u2192<\/a><\/span><\/strong> on the \u201cStrengthening the role and impact of research and innovation in the policymaking process in the Union\u201d mentioning evidence-based policymaking no less than seven times.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0a68900 elementor-widget elementor-widget-text-editor\" data-id=\"0a68900\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-weight: 400;\">In February 2024, the think tank network Epicenter released a <strong><span style=\"color: #7263a9;\"><a style=\"color: #7263a9;\" href=\"https:\/\/www.epicenternetwork.eu\/research\/publications\/q-e-d-why-politicians-need-an-evidence-based-approach-to-policy-problems\/\" target=\"_blank\" rel=\"noopener\">study \u2192<\/a><\/span><\/strong> highlighting European policymaker challenges to this approach \u2013 the essential basis for understanding problems and the identification of effective solutions \u2013 despite them often claiming to pursue the highest standards of evidence-based policymaking.<\/p><p style=\"font-weight: 400;\">In this context, the European Parliament adopted a so-called own initiative <strong><span style=\"color: #7263a9;\"><a style=\"color: #7263a9;\" href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/TA-9-2023-0467_EN.html\" target=\"_blank\" rel=\"noopener\">report \u2192<\/a> <\/span><\/strong>(a political resolution rather than a legislative text) on non-communicable diseases in December 2023.<\/p><p style=\"font-weight: 400;\">As far as tobacco policies are concerned, the report highlights among other issues that 60% of children are exposed to second-hand smoke at home, which could lead to severe illnesses. As no source is referenced for such a claim, we can only assume that this must refer to some recent EU-wide statistics. One can only assume that, given the similarity of the wording, they are referring to the WHO data.<\/p><p style=\"font-weight: 400;\">The WHO claim can be considered, at best, misleading given the numbers from existing WHO surveys. But the statement in the EP resolution, however, is factually wrong when it states that 60% of children are exposed to secondhand smoke.<\/p><p style=\"font-weight: 400;\">To date, 34 countries have conducted the relevant survey providing, in many cases, outdated data. And 19 countries (including 11 EU member states) have not conducted the survey at all.<\/p><p style=\"font-weight: 400;\">The chart below indicates that, while two countries show the numbers of their children exposed to second-hand smoke at above 60%, only four others can claim to have figures at or approaching that figure (between 50-60%). This clearly contradicts the wording of the European Parliament\u2019s resolution.<\/p><p style=\"font-weight: 400;\"><strong> <span style=\"text-decoration: underline;\"><span style=\"color: #7263a9;\"><a style=\"color: #7263a9;\" href=\"https:\/\/www.who.int\/teams\/noncommunicable-diseases\/surveillance\/data\" target=\"_blank\" rel=\"noopener\">Global Youth Tobacco Survey But the statement in the EP resolution, however, is factually wrong when it states that 60% of children are exposed to secondhand smoke.<\\\/p><p style=\\\"font-weight: 400;\\\">To date, 34 countries have conducted the relevant survey providing, in many cases, outdated data. And 19 countries (including 11 EU member states) have not conducted the survey at all.<\\\/p><p style=\\\"font-weight: 400;\\\">The chart below indicates that, while two countries show the numbers of their children exposed to second-hand smoke at above 60%, only four others can claim to have figures at or approaching that figure (between 50-60%). This clearly contradicts the wording of the European Parliament\\u2019s resolution.<\\\/p><p style=\\\"font-weight: 400;\\\"><strong> <span style=\\\"text-decoration: underline;\\\"><span In fact, the opposite is true.
